Does this tax make sense? California seems to have lots of punitive taxes.

"Tax what you want less of" will just lead to fewer billionaires doing business in california, they'll just choose another state for residence and/or move their business.

these people cannot be taxed out of existence soon enough, and that's better than they deserve
