From what I understand the author was already using Telegram. To avoid this issue, you can install and set up Telegram Desktop before losing your phone and receive the activation code there when setting up your new phone.

Believable, Telegram is Discord 2.0 (or Skype 3.0) except they allow 3rd party clients for now and the official client isn't a bloated piece of garbage.
