Tech billionaires hire Democratic dealmakers in push to build a Bay Area city

Can they make a city the same way Starbase city was built in Texas, or the laws are sufficiently different?

If I understand correctly: California HAS to build this billionaire playground city so "thousands of jobs" can be created for a city that does not exist.
