Musk screws Memphis and this the result. Is your data center quiet and doesn’t use water? Doesn’t matter, it’s now known that data center builders argue in bad faith, and we aren’t having that in our town. No one wants to be the next Memphis.

What doesn’t help is BS like “not DC, ‘transmission of information center’”. Go ahead and try to find the definition of that. (Granted, it could be those quoted explained what it means, but it wasn’t reported.)
