Ask HN: Is the FTC National Do Not Call Registry a False Contingency or Placebo?

I have registered, each year, with https://www.donotcall.gov/ for a decade now. Is this a waste of time, and regardless of Y/N, why? Additionally, is there any known resource for bolstering the DNC Registry, or reinforcing it, since it is apparently not enforced?
