The original stop story seems like a data entry problem that would/could have happened without Flock - wouldn't a stolen car/plate be entered in the FBI National Crime Information Center (NCIC) database and looked up by a cop elsewhere resulting in the same stop? Perhaps not as quickly.

Sounds as though there was also a Flock error matching the (misentered) "34 DTM" in the database to the author's number plate of "34 10 DTM" with a small "10":
