But those IMLCC non-member states are Democratic Party controlled, so they won't. It's better for Democratic states to have unhealthy and decaying societies. It really gets out the vote. Ignorance is bliss.
This is a national level survey so it's unclear what you mean by "those states", but if you mean all states, all but 4 states have joined, passed legislation to join, or are going through the legislative process to join the IMLCC.

Why lie? Yes, 3 of the 4 states that haven't even gotten to the "bill introduced" stage are democratic states, but then there's SC. You'd have to be severely confused to think the former home of Lindsey Graham was not a republican state. So it's certainly not all, and the vast majority of democratic states have joined so it's clearly not the partisan issue you think it is.

What a stupid lie to tell. Anyone can check the statistics and see that life expectancy and quality of life are both much higher in progressive states than they are in red states.
