Iran is consolidating control of Hormuz with checkpoints, deals, and 'fees'

A security ‘fee’ by Iran sounds like racketeering. I wonder what'd happen if there were "helicopter carriers" in existence with various countries then sending their helicopters over to offer counteractive security. These carriers could sail alongside the main carriers for additional protection.
