If it is illegal, I don’t know who will actually enforce the law. Certainly not the DOJ and most likely not the Supreme Court either.

But it’s an empty promise anyway. Once they’ve got what they want they’re not going to pay out.

He can't promise money since Congress hasn't approved it, and this would be north of $1 trillion so I guess he's looking to set more record deficits.
